Following is repetition of telegram received from the Secretary of State for the Colonies for your information

and for repetition to Weihaiwei.

It is considered essential by the Lords of the Admiralty that all enery subjects should be prohibited from remain-

ing on board any British merchant vessel whatever her

occupation and voyage. Please give instructions to Port

officials to obtain from Masters of all British steamers

arriving the names of any enemy subjects who are on

board and to make certain that they are landed, in the absence of grave local objection. Repeat message to Governor, Hongkong, Commissioner, Weihaiwei and Federated Malay States.
